1 Introductions, apologies, substitutions and declarations of interest
1.1 The Chair welcomed Members to the meeting of the Children, Young People and Education Committee.
1.2 Apologies had been received from Buffy Williams MS, Vikki Howells MS substituted.
1.3 Apologies had also been received from
Sioned Williams MS for agenda items 1 to 6. Heledd Fychan MS
substituted for those items.
2 Implementation of education reforms - evidence session 1
2.1 The Committee heard evidence from the Minister for Education and Welsh Language.
2.2 The Committee agreed to write to the
Minister regarding tracking the figures on the balance of
pupils on IDPs, how many are maintained by schools and how many are
maintained by the local authority list, and also the number of
pupils who are on the old SEN register and who are now being
supported under the new ALN system.
3 Papers to note
3.1 The papers were noted.
4 Motion under Standing Order 17.42(ix) to resolve to exclude the public from the remainder of this meeting and for the meeting on 21 September
4.1 The motion was agreed.
5 Pupil absence - consideration of the key issues
5.1 The Committee considered the key issues. A
draft report would be considered at the next meeting.
6 Looked after children and care leavers - consideration of the scope and approach
6.1 The Committee discussed the scope and
approach to the inquiry. It was agreed that a more detailed paper
would be considered in the autumn term.
7 Autumn forward work programme - oral update on approach to annual scrutiny
7.1 The Committee agreed to invite Qualifications Wales and the WJEC into Committee for a joint scrutiny session on the summer 2022, the date of the meeting to be confirmed.
7.2 The Committee discussed and agreed the
approach to the annual scrutiny sessions with Qualifications Wales,
Estyn and the Children’s Commissioner.
8 Committee activities - oral update
8.1 Members provided oral updates on Committee activities that they had undertaken during the term, these included:
- Visit to Caerphilly Action for Children
- Visit to Monnow Primary School
- Visit to Cardiff University Student Life Centre
- Visit to Rhosymedre Primary School
- Feedback about the joint inquiry with Culture Committee on WESPs
- Update on monthly ministerial meetings
